CBP Transition to Electronic ACH Refunds

U.S. Customs & Border Protection (CBP) is completing its transition from paper refund checks to electronic ACH refunds. Beginning February 6, 2026, CBP will no longer issue paper checks for duty, tax, and fee refunds.

In order to receive refunds without delays, importers must be properly enrolled to receive ACH refunds through the ACE Secure Data Portal. An active ACE Portal account is required for CBP to verify the Importer of Record and authorize electronic refund payments.

Why this is important

ACH refunds are faster, more secure, and easier to track than paper checks. However, if an importer does not have an active ACE Portal account with banking information on file, refunds may be delayed or temporarily unavailable — even if duties were originally paid through a customs broker.

ACH refunds apply to overpayments resulting from:

  • Post Summary Corrections (PSCs)

  • Protests

  • Liquidation decreases

  • Clerical or ministerial errors

  • Other CBP refund actions
