CBP to Increase User Fees for Fiscal Year 2024

US Customs and Border Protection (CBP) has released CSMS #57131638 announcing an increase in the Merchandise Processing Fee (MPF) minimum and maximum amounts.

The MPF is a fee imposed by CBP for the majority of imported goods to the United States. This fee is collected to help process merchandise and monitor Customs trade compliance. It’s based on the value of the shipment, assessed on the CBP Form 7501 — commonly known as the Entry Summary — along with applicable duties and taxes. The Merchandise Processing Fee ad valorem rate of 0.3464% will NOT change.

Effective October 1, 2023:

  • Formal entries with a merchandise value of $2,500 or more

  • Minimum MPF will be $31.67 (formerly $29.66)

  • Maximum MPF will be $614.35 (formerly $575.35)

  • Informal entries with a merchandise value less than $2,500

  • A flat fee of $2.53 applies per entry (formerly $2.37)
